How I can select the best 529 college savings account for my children in NJ? ?

I live in New Jersey, with my 2 children ages 11 and 3-1/2 and now I have a better NJ 529 savings account for each of them. I am satisfied with the accounts due to high costs and fees, and my contributions are not deductible taxes. I want to switch to another 529, but I have problems to select. I would like to avoid brokerage accounts due to costs of sales and continue to direct accounts. I have heard that in Utah, Iowa, and 529 of NY offered through Vanguard are all very good. Does anyone have any input on what should I consider in this decision or, better yet, the state of 529 would be better for a resident of New Jersey? Thank you.

fidelity.com has always treated me well when it comes to my funds investment.
